Governor Hochul Orders Termination of 14 Corrections Employees After Inmate’s Death

New York Governor Kathy Hochul has announced the dismissal of 14 staff members at the Department of Corrections and Community Supervision (DOCCS) following the death of Robert Brooks, an inmate at the Marcy Correctional Facility in Oneida County.

Brooks, 43, succumbed to injuries sustained during an alleged use-of-force incident involving correctional officers on December 9. He was transported to a local hospital where he was pronounced dead the following day.

Governor Hochul directed DOCCS Commissioner Daniel Martuscello to initiate the termination process for those implicated in the incident. “This action follows an internal review into the circumstances leading to this individual’s death,” Hochul stated. She extended her condolences to Brooks’ family and loved ones.

The New York Attorney General’s Office of Special Investigation (OSI) is examining the incident, including reviewing video footage of the alleged altercation. The video will be made public after it has been shown to Brooks’ family. Attorney General Letitia James emphasized the importance of accountability and transparency in law enforcement. “Law enforcement professionals must adhere to the highest standards, and we owe transparency to New Yorkers,” James said, extending her condolences to Brooks’ family.

The Attorney General’s office will determine whether criminal charges will be brought against the officers involved. Concurrently, the DOCCS Office of Special Investigations is conducting its own inquiry.

While acknowledging the challenging work performed by the majority of correctional officers, Governor Hochul underscored her administration’s zero-tolerance policy toward misconduct. “We are grateful for the service of correction officers who uphold the law, but there is no place for those who engage in unnecessary violence or abuse,” she stated. “Accountability is essential for all involved.”
